Upload fabricated comments with sample identifiers and ask data analysis to explain its theme definitions. Inspect comments that fit more than one category and retain the ones it cannot classify. Require disagreement to remain visible. The engagement lead checks the coding against the originals before accepting a table; a theme count does not explain the strength or reason behind a view.9

Keep a briefing's approved context
Set up a Project with a public strategy, a fictional briefing request and an approved writing standard. Ask for an outline that separates established policy from proposed options. Check the relevant passage before expanding the draft. The briefing owner controls the reference set and the review process so a convenient summary does not quietly become a new source of authority.8

Retrieve a permitted background paper
Test an enabled app connection against a restricted sample library. Request the document supporting a planning statement and follow its link. Check that the source is current and actually addresses the question. Include an older paper with similar wording to practise rejecting weak retrieval. Access configuration needs review before the team searches material beyond the approved training collection.10

Review a recurring reporting assistant
Describe the input, output and approval role of a reusable reporting workflow. If an Enterprise custom GPT is involved, assess the documented migration to plugins and review sharing permissions. Test its replacement with a fictional request that asks for an unsupported policy conclusion. Require an explicit limit and referral to the responsible officer rather than a complete-looking response.11

- Prepare invented comments with stable identifiers and define the consultation question.
- Request coding rules and an explanation of records that fit multiple themes.
- Compare each theme with its source comments and inspect contrary views.

Can a theme table be treated as the consultation result?
Use it as material for review. Staff need to inspect the coding, original comments and unresolved categories. Ask whether the table preserves disagreement and context before deciding what findings belong in a report to decision-makers.
What about an older agent-mode procedure?
OpenAI's current availability notice directs former agent-mode users to ChatGPT Work.12 Review the replacement task and its permissions before training. A multi-step request should still preserve source evidence and pause for approval before changing an external record.
Does Public Service guidance automatically cover every council?
GCDO's generative AI guidance is written for the New Zealand Public Service.5 A council should assess its relevance alongside local policy and governance. Archives guidance expressly includes local authorities when discussing AI records.6
