Government in Bay of Plenty

Take a generic council team examining fictional feedback on a service proposal. Ask ChatGPT to group the concerns, show ambiguous entries and retain views that do not fit a dominant theme. The officer checks the classification before writing a briefing. A useful exercise reveals where an automated summary can change the meaning of a submission.

TheColab can come to public-service workplaces throughout Bay of Plenty or teach a distributed team online. We work with approved public or synthetic material and a stated review process. Bring staff who write briefings, the person who owns the source records and a manager able to define where generated work may be used.

Paid employees in government went from 5,920 in February 2020 to 6,513 in February 2025 (+10.0%).

Local context

  • The Regional Council's environmental and transport functions span offices in Whakatāne, Tauranga and Rotorua. A regional exercise can therefore focus on preserving the local detail in a service summary rather than flattening every issue into the same category.11
  • Tauranga council's February 2026 submission report says AI functionality is used for high-level summaries, with staff checking the output. It advises against AI answering submitters directly on staff's behalf. No vendor deployment is identified by that report.22

Organisations are named for local context only. No relationship with them is implied.

Where ChatGPT helps government teams

  • Inspect consultation classifications

Provide invented feedback in a table for ChatGPT data analysis. It can inspect records and create structured outputs.7 Ask for proposed themes alongside the evidence rows, keeping unclassified entries visible. Compare the output with an officer's manual review and discuss where overlapping concerns or unusual cases were lost during grouping.

    • Engagement analyst
    • Data analysis for synthetic submissions
  • Maintain an evidence briefing Project

Gather cleared reports and the intended briefing structure in a Project. Shared sources and instructions support related chats.5 Request a draft with options, evidence gaps and matters requiring an officer's judgement separated. Review whether the answer imports assumptions from another place or treats a proposal as an approved decision.

    • Public policy adviser
    • ChatGPT Projects for source context
  • Assess a repeatable drafting helper

If the approved workspace still allows custom GPT configuration, examine a helper that formats an internal issues brief. OpenAI warns of a planned transition to plugins.6 Save its instructions, source boundaries and reviewed examples in the organisation's own documentation. Make the approval point explicit so the helper cannot be mistaken for an authorised public response.

    • Service improvement lead
    • Custom GPT governance and transition review
  • Retrieve an authorised policy source

Connected apps can search selected services when access and workspace settings permit.8 Practise retrieving a cleared policy, checking the version and identifying the evidence used in the answer. An information owner reviews the source scope before a connection is enabled. Keep restricted attachments and unpublished advice outside the exercise's approved collection.

    • Information-management officer
    • Connected apps with source verification (formerly connectors)

Check whether the summary represents the evidence

  1. Agree the permitted material and intended briefing audience.
  2. Request themes with the records that support them.
  3. Inspect an ambiguous entry and a less common view manually.
  4. Correct the draft before the accountable officer approves it.
  5. Retain the checked classification and source record with the briefing.

Government in Bay of Plenty: questions

What if a theme misses an individual concern?

Return to the original record and correct the grouping. Use the exercise to test representation rather than accepting a readable summary; Tauranga's report keeps review and editing with staff.2

Are connected sources appropriate for every team?

Assess the selected content and permissions with an information owner. OpenAI separates workspace access, service authorisation and plugin availability, so an installed connection is not a general approval to process all organisational material.8

How do we prepare for changed product features?

Keep the approved process independent of the interface. Current GPT documentation announces a plugin transition, making reviewed instructions and examples useful records for evaluating the organisation's replacement workflow.6

Will the session use agent mode for public replies?

Public replies remain subject to the authority's review route. OpenAI states that the legacy agent is unavailable and directs extended tasks to Work; we check current access without assuming approval for autonomous correspondence.9
