Government in West Coast

Public-sector teams need to inspect what an AI summary did to the evidence. Did it omit an objection, blur a role or turn a proposal into a commitment? We use a fictional programme brief to make those errors easy to recognise. Staff practise asking for source passages and recording the corrections an officer makes.

TheColab can deliver training at West Coast council and agency workplaces. Published documents and invented submissions allow a useful initial session before any internal connection is considered. ChatGPT Projects keep related files and instructions together, and uploaded-data analysis can expose the working behind a table. The responsible team chooses the permitted task.5,7

Paid employees in government went from 552 in February 2020 to 658 in February 2025 (+19.2%).

Local context

  • Stats NZ's supplied regional aggregation has 658 employees in Public Administration and Safety at February 2025. This rounded category includes public-safety functions and is wider than the workforce of West Coast councils. It is not a staffing claim for any particular authority.44
  • The Greymouth library and commercial hub opened in July 2026, according to Development West Coast. Its public project report offers a local briefing example in which staff can distinguish the project, its funding context and the organisations' roles.11

Where ChatGPT helps government teams

  • Prepare an officer's briefing draft

Create a Project with an approved public report and a briefing structure. Request separate sections for evidence, proposed actions and matters still unresolved. Project instructions can define the format. The officer reviews source passages and checks the status of each action before the draft enters a formal paper.5

    • Programme adviser
    • Projects and reference files
  • Test consultation coding

Upload invented submission records with known themes and contrasting positions. Ask data analysis to group the rows and retain identifiers that let the reviewer trace each grouping. ChatGPT can produce tables with code-backed analysis. Staff inspect disagreements and excluded records rather than treating a generated category as public consensus.7

    • Consultation analyst
    • Data analysis
  • Trial a staff procedure helper

Where the approved workspace allows it, build a skill that holds neutral procedure instructions and reviewed reference files. A skill is a reusable workflow that the workspace can share with a chosen group of staff. Keep a maintained version of the guidance outside the skill, and confirm sharing settings with information managers before any enduring staff rollout.6

    • Service improvement lead
    • Skills for internal guidance
  • Retrieve a permitted source

An authorised connected app can find documents in a supported system, with account and service permissions determining access. Ask ChatGPT to locate a public-reference copy and open it yourself before drafting. Review the connection scope with information managers so a staff exercise cannot draw unexpectedly on resident case files.8

    • Information coordinator
    • Connected apps and connectors

Inspect a mock consultation summary

  1. Write invented submissions that include agreement, objection and a qualified position.
  2. Define the grouping rules and require row references in the summary table.
  3. Ask ChatGPT to identify unclassified material instead of forcing every row into a theme.
  4. Compare the grouping with the original records and challenge its treatment of dissent.
  5. Document the officer's corrections and decide whether the method merits further controlled testing.

Government in West Coast: questions

Can officials learn with no internal-system access?

Use a published report and synthetic submissions. Staff can still test traceability, language and review ownership. The initial session can produce an evidence-based proposal for any later connection, with the organisation deciding whether to approve it.

Does the session rely on the retired agent feature?

No. OpenAI's current agent notice says that mode is no longer available. We check supported capabilities before delivery and scope any later multi-step service workflow through the organisation's approval process.9

How should a council use the GCDO material?

Use it as a governance reference, then confirm how it applies to your authority. It recommends oversight and assessment; it does not prove that a specific council has approved ChatGPT or adopted a particular policy.2

How do we retain minority views in a summary?

Require a separate field for qualified and opposing positions, with references to the original records. Have a reviewer inspect unusual entries as well as the main themes before the summary informs an officer's recommendation.
