Government in Otago

Queenstown Lakes District Council has published AI readiness information and annual-plan process updates. Its April 2026 paper describes staff interest in safe tools and completed readiness work. The annual-plan news supplies a different kind of material: public information that staff could practise reading and explaining accurately.3,6

A generic Otago council team might begin with a fictional public enquiry about a published plan. Participants collect the relevant passages, draft a response and identify questions that require an officer's judgement. They keep the source document available so a reviewer can see exactly what the draft relies on.

Paid employees in government went from 5,237 in February 2020 to 5,598 in February 2025 (+6.9%).

Where ChatGPT helps government teams

  • Maintain a public-reference Project

Projects organise related chats and source files. Use a cleared public plan, a fictional enquiry and the team's approved response format in a practice Project. Ask ChatGPT to draft supported points and place unanswered questions underneath. The reviewer checks whether dates, scope and proposal status have survived the summary before adapting it for any real response.8

    • Public enquiries coordinator
    • ChatGPT Projects
  • Explore a synthetic service-request table

Data analysis can help examine a structured training file. Use invented service categories and a known answer key to practise grouping requests and finding missing information. Ask for excluded rows and the calculation method. Staff check the output before discussing trends, and avoid treating a category count as evidence of a resident's needs or the cause of a service problem.7

    • Service improvement analyst
    • ChatGPT data analysis
  • Test an internal briefing helper

Custom GPTs can package instructions and reference files. Build a helper, in a Project or a custom GPT, that checks a fictional briefing for a source note, uncertainty statement and review owner. Challenge it with an incomplete draft. It should identify missing inputs rather than invent facts or approval. Keep the prototype internal and appoint someone to maintain its references when the briefing format changes.7 With custom GPT retirement and a plugin migration announced, agencies should check their workspace before building this helper outside a Project.11

    • Policy operations manager
    • Reusable instructions (Projects or plugins)
  • Supervise public-document research

ChatGPT Work can carry a bounded public research task through to a reviewable draft where the workspace enables it. Ask for a source list on a public topic, restrict the task to reading and stop before submissions or messages. Open each cited page and check its relevance. If connected apps are considered later, have the administrator first review the available source access and action controls.9,10

Answer a fictional enquiry from a public plan

  1. Define the enquiry and the public documents allowed in the exercise.
  2. Identify passages that answer the question directly.
  3. Ask ChatGPT to prepare a response with unresolved matters listed.
  4. Have the responsible officer compare each claim with the source.
  5. Keep the checked response and review evidence through your usual process.

Government in Otago: questions

Can ChatGPT approve a public response?

Approval belongs to the person your organisation authorises for that work. GCDO accountability guidance says humans need to understand and check outputs. Practise generating a draft that makes the evidence easy to inspect, then use the established review and communication route.5

What if a published plan has changed?

The document owner should confirm the source version before the exercise. Keep the publication date and status in the evidence note. A fluent answer based on a superseded plan is still unsuitable, even if it quotes that old source accurately.

Does QLDC's paper show ChatGPT adoption?

The paper establishes a local AI readiness signal in a different product context. It does not establish permission for your ChatGPT task or measured performance across Otago councils. Confirm your own organisation's approved tool and account before using institutional material.3

How can our Otago office arrange training?

We can deliver at your workplace or discuss remote participation for staff in separate locations. Public workshop days can suit individual learners. Nominate a cleared public document and a reviewer so preparation produces an exercise the team can assess together.
